Note: All of the projects below are listed for reference and disclosure purposes only and are not ranked.

  1. Public Safety Radio Improvement Project

Requested Amount: $2,700,000.00

Intended Recipient: Cowlitz 911 Public Authority

Intended Recipient Address: 2790 Ocean Beach Hwy Longview, WA 98632

This funding will be used for Cowlitz 911 Public Authority to implement Phase Two of its public safety radio system improvement project and address critical coverage deficiencies throughout Cowlitz County. Reliable radio communications are essential to the safety of law enforcement and the public. Without additional tower sites and supporting infrastructure, law enforcement in portions of the county is unable to consistently communicate with one another or with 911 dispatchers, limiting effective deployment and coordination of emergency services. Phase One of this effort focused on stabilizing the existing radio system by replacing end-of-life equipment that placed the system at risk of failure. This funding will complete Phase Two, which will expand infrastructure through the addition of strategically located tower sites and associated equipment to eliminate identified coverage gaps and provide reliable, countywide public safety communications.

2. Clark County Indoor Range and Training Center

Requested Amount: $800,000.00

Intended Recipient: Clark County

Intended Recipient Address: 707 W 13th St, Vancouver WA 98660

The funding would be used for the planning and design of an indoor public safety range and training center for Clark County Jail Services (CCJS), Clark County Sheriff’s Office (CCSO), and local public safety partners. With impending closure of local training centers, Clark County will have 241 public safety personnel requiring over 5,000 annual hours to maintain required firearms certifications. Additional needs include new officer/deputy training through the Washington State Criminal Justice Training Commission (WSCJTC) Southwest Regional Training Academy, other police departments, and training on specialized shouldered weapons systems, which will also increase usage. Funding the design of a Clark County Indoor Range and Training Center creates a collaborative, cost effective and long-term solution ensuring proper training and compliance with state firearms certification requirements while promoting local public safety.

3. City of Ilwaco for Floating Intake and Active Circulation Improvements

Requested Amount: $1,811,634.00

Intended Recipient: City of Ilwaco

Intended Recipient Address: 120 1st Ave N Ilwaco, WA 98624

This funding will be used to install a floating intake and active circulation system. This vital infrastructure upgrade will dynamically adapt to fluctuating drought conditions, allowing the City to consistently draw high-quality water from the optimal depth. Driven entirely by surface runoff, drought conditions experienced during the summers of 2023 and 2025 brought water levels dangerously close to exposing the fixed intake structure. The City is wary of a catastrophic disruption to the community’s water access due to aging and obsolete infrastructure. Furthermore, the active circulation technology will disrupt algae growth and prevent the accumulation of heavy metals like iron and manganese ensuring the City is able to draw the highest quality water from the reservoir. By eliminating the need for expensive emergency dive teams to manually adjust the intake and drastically reducing chemical treatment costs, this investment will directly lower utility burdens on citizens and secure a sustainable, safe water future for Ilwaco

6. Pacific County Fire District 8 for Rural Fire Engine Replacement Project

Requested Amount: $628,919.00

Intended Recipient: Pacific County Fire District No. 8

Intended Recipient Address: 1102 W First St, South Bend, WA 98586

Description: This funding will be used to purchase a new fire engine/tanker to support emergency response operations across its rural service area in Pacific County, Washington. The district protects a geographically large area that includes residential communities, forest lands, farms, and key transportation corridors where access to fire hydrants in limited. As a result, a reliable water-supply apparatus is essential to effective firefighting operations. The proposed apparatus is a 2,000-gallon water tanker equipped with a 1,000-gallon-per-minute fire pump and built to meet NFPA 1900 fire apparatus safety standards. This configuration allows the vehicle to function both as a mobile water supply unit and as an attack engine capable of supporting structural firefighting, wildland fire response, and vehicle incident response. The apparatus will also support rural water shuttle operations using a portable folding dump tank and drafting equipment, allowing firefighters to deliver large volumes of water in areas without hydrant infrastructure.
