Today, the Lugar Center and the McCourt School of Public Policy at Georgetown University released their Bipartisan Index rankings for 2023, which recognize lawmakers for their work across the aisle during the first year of the current 118th Congress.

Rep. Marie Gluesenkamp Perez (WA-03) ranked 12th among 436 Members of Congress who served throughout that period, placing in the top three percent – and 5th among members of her party. Gluesenkamp Perez ranked 1st among Representatives serving Washington state. Her score is the most bipartisan ever recorded for Washington’s Third District since the index was launched in 2014.

The nonpartisan tool measures the degree to which Representatives and Senators work across party lines on legislation. It quantifies how often Members of Congress introduce bills that attract cosponsors from the other party, and how often they in turn cosponsor a bill introduced from across the aisle.

Rep. Gluesenkamp Perez has introduced 48 bipartisan bills, cosponsored 16 bipartisan bills that passed the House, and taken a bipartisan vote 76% of the time, as of last month. She serves as a Co-Chair of the Blue Dog Coalition and is also a member of the Problem Solvers Caucus and Fix Congress Caucus to help make Congress work in a more bipartisan and effective way for Southwest Washington.

“I came to Congress to represent the values of Southwest Washington, not just vote down the party line. To get things done, we’ve got to think independently and support good ideas – no matter which side of the aisle they come from,” said Rep. Gluesenkamp Perez. “I’ve made it my priority to build strong relationships across the aisle and tune out the noise of clickbait politics – so I’m glad to say we’ve made meaningful, bipartisan progress on the issues that matter most to my community.”

“Rep. Gluesenkamp Perez hit the ground running last year when she came to Congress, quickly establishing herself as one of the most bipartisan members of the House,” said Dan Diller, Policy Director of the Lugar Center.  “Her outstanding Bipartisan Index score in 2023 is evidence of her commitment to serve all her constituents and be an effective legislator.”
